Increase in minimum wage in 2021

The government of Cape Verde has announced an increase in the minimum wage from 11,000 to 13,000 escudos. The increase is an incremental increase from the current minimum wage of 11,000 escudos. The increase comes as the country is experiencing a demographic transition, which is fuelling the desire of youth to leave the country. However, the country is developing under a model of economic growth, which will eradicate poverty and bring prosperity to all its citizens. Cabo Verde has ratified eight of the fundamental conventions of the ILO, but challenges remain regarding effective application of the conventions in law and practice. This deep structural change will likely have implications for the country’s development path.

While a minimum wage increase is a positive step, many people would like to see even higher wages, so an integrated approach to poverty reduction is the way to go. The government needs to focus on tackling the reasons why women stay out of the labour force and are less productive than their urban counterparts. It should also pay particular attention to rural women, who have lower labour force participation. The policy should include two sets of policies: one focuses on reducing the amount of time women spend doing unpaid work, while the other will focus on increasing the employability of women.
